The Coalition is comprised of Officers and of three (3) classes of members: Core Members, General Members, and Affiliate Members.

Core Membership

Core Members shall be made up of facilities within Maryland Region III that actively contributes to Coalition strategic planning, operational planning and response, information sharing, and resource coordination and management. In addition to those rights granted by the provisions of these Bylaws, the Core Members shall have the exclusive right to:

  • Approve the annual capital and operating budgets of the Coalition.
  • Initiative or approve the merger, consolidation, dissolution, or liquidation of the Coalition and disposal of the assets of the Coalition.

Core Members should be represented at all Coalition meetings, virtually or in-person. Core Members should also approve all Coalition-related documentation, such as governance, preparedness plans, response plans, and recovery plans. Additionally, Core Members shall participate in all Coalition exercises.

General Membership

General Members shall be those organizations, whether private or governmental, that contribute to Coalition strategic planning, operational planning and response, information sharing, and resource coordination and management. General Members are not granted exclusive privileges given to Core Members; however, General Members still receive voting privileges on Coalitional projects and leadership elections.

General Members must remain in “Good Standing” in order to have voting privileges. Good Standing constitutes as attending at least 50% of all Coalitional activities, such as meetings and exercises. General Members must also be active participants in at least one (1) Maryland Region III subcommittee or workgroup.

Affiliate Membership

Affiliate Members shall be those organizations, whether private or governmental, that have participated in and supported the Maryland Region III Health & Medical Coalition. Affiliate Members are additional organizations and bodies as may be useful in advancing the purposes of the Coalition. Any health care entity, or facility relating directly to health care may apply to move into the General Membership.
